Currently no Iceweasel 3.0rc1 binary package available for Debian PowerPC in the official source. Of course you can wait or compile yourself. (Since xulrunner 1.9 rc1 binary package is available, compiling Iceweasel is much faster.)

You need to first install xulrunner 1.9rc1, whose binary package is available in Debain experimental.
If you want to install iceweasel-gnome-support, you also need first install xulrunner-1.9-gnome-support 1.9rc1, whose binary package is available in experimental, too.
